Statewide Learning Management System (SLMS)
The Statewide Learning Management System (SLMS) is the first enterprise-wide initiative in New York State to manage, deliver, and track online and classroom-based training for all state employees. SLMS will also help administer and track training agencies provide to external learners. Designed as a multi-phased project, it is expected to be completed in 2013.
The benefits of this enterprise system are many, including eliminating the need to maintain and administer 26 stand-alone learning management systems supported in New York State agencies before SLMS. Once the SLMS is fully implemented, all state employees will benefit with access to statewide and agency-specific training catalogs. A single repository of employee training history will provide access to that history even when employees move between agencies. Access to this centralized data will support the analysis of workforce needs, ensure consistent approaches to course development and delivery, and foster a shared philosophy among the agencies to promote the State as a single employer.
The goal is to provide an efficient, cost-effective enterprise solution that advances the performance of the state government workforce through training and education, while eliminating duplicative efforts across state agencies.
Welcome All Learners
As an internal employee with a New York State agency, SLMS is your key to learning in your job with New York State. As an external learner, SLMS will provide you with the mandatory training you need to take to keep current in your position. SLMS provides training opportunities for classroom training and online learning. You can access these opportunities by searching the catalog and registering. You will then have a record of classes for which you have registered as well as those for which you are scheduled. You will learn more about how to use SLMS with the resources available on this website.
How This Site is Organized
The SLMS portion of the GOER website is organized by the "role" that you have in SLMS. You can actually have multiple roles and many of the pages on the site will apply to you.
- Learner — Everyone in SLMS is a learner. The system is for you and will help you with your job. Look up on top to find the link for "Learner" and there you will find resources that have been created for you.
- Manager/Supervisor — The role of manager and supervisor in SLMS is important. You will approve your employee's training requests, as well as review the supplemental learning requests that your employees wants to enter in the system. Additionally, you will be able to set up "Learning Plans" for your direct reports. Look up on top to find the link called "Manager/Supervisor" and there you will find resources that have been created for you.
- Instructor — An instructor is the person who is assigned a teaching role for activities in SLMS. Instructors can view their teaching schedules, print activity and component rosters, mark grades and attendance for assigned activities, and create and send ad hoc notifications. More information on these tasks can be found on the Administrators webpage, using the link at the top of this page.
- Administrator — An administrator is the person for the agency with particular administrative duties or roles (for example, adding catalog items, activities, or enrolling learners). Look up on top to find the link called "Administrator" and there you will find resources that have been created for you.
- Query Roles — Query roles allow people to request information from the SLMS database. Using a query, you can extract the precise information you need. Query roles are usually assigned in addition to other roles and often compliment agency administrator roles. There are three levels of Query roles: Query Role 1, Query Role 2, and Query Role 3. More information will be available soon on these roles.

Training for Phase 2 SLMS Agency Administrators
Training for Phase 2 Agency Administrators has been scheduled for April through June. To register please go to the SLMS site at www.nyslearn.ny.gov, search the catalog for SLMS Administrator Training, and register online.
All sessions are 1 ½ days:
Day 1 – 9am–5pm
Day 2 – 9am–12:30pm
